As a separate political subdivision of the State established under the Code of Virginia and created by the Williamsburg City Council, the Economic Development Authority (EDA) can issue industrial revenue bonds.  It is also charged by the City Council to assist existing businesses, attract new businesses, and market the City as a premier business location.

The EDA Board of Directors consists of seven members plus the City Council Liaison and City Manager's Office Liaison. The Board meets once a month regarding implementation of programs and activities that will contribute to the City's economy.
